Residents are being evacuated in Nottinghamshire after heavy flooding across the Midlands led to a major incident being declared.
The River Trent surged to near-record levels following Storm Henk on Thursday, with more wet weather expected.
Councillor Roger Upton, a Nottinghamshire County and Rushcliffe Borough councillor for Radcliffe-on-Trent, said he had never seen flooding so bad since moving to the area in the 1970s.
He said: 'It was bad in 1977, and it was bad in 2000, and in my opinion, this is the worst I've seen in those years.'
Mr Upton said that he had been told by the Environment Agency that the river was set to peak at around 6pm on Thursday.
Residents had been moved to a nearby hotel, with pets accommodated temporarily by the RSPCA.
It follows Nottinghamshire County Council announcing on Thursday that a major incident had been declared by the Nottinghamshire and Nottingham Local Resilience Forum along the River Trent.
Forecasts suggested that the Trent could come close to the highest levels on record since 2000.
Residents were urged not to travel through floodwater, to stay away from swollen waterways and to prepare for the event of evacuation, with multiple roads closed in the county.
The landlord of a pub in Shropshire said he was left in tears to find his property flooded for the third time in 12 months after a nearby brook close to the River Severn burst its banks and flooded The Boat Inn in Jackfield and neighbouring homes.
Mario Thomas, 65, who runs the business with his wife Lisa Thomas, 50, said this has 'been the worst of the three' and has 'taken us by surprise, immensely'.
'It certainly made me cry (on Thursday) to see the devastation it's caused, it is unbelievable,' he said.
'It took us by complete shock and within literally hours, (the water) just kept rising so fast.
'The last two (floods) have been OK, but this one, this is an evil one.'
In Derbyshire, several cows drowned after heavy rainfall flooded their field.
A yellow weather warning has been issued by the Met Office for heavy rain across the south of England, lasting until 3am tomorrow.
Forecasters say the rain will be falling on ground that is already saturated after Storm Henk, meaning flooding and travel disruption are more likely.

</video> </div> Announcing the major incident, Nottinghamshire County Council warned that tributaries feeding into the Trent, including the River Derwent, River Soar and River Dove, have already reached their peaks.
It statement continued: 'Residents who live in the flood risk areas are being asked to ensure they have preparations in place in case they are asked to evacuate.
'Councils, emergency services and the Environment Agency have been providing emergency support to communities impacted and will continue to provide support across the county.'
Meanwhile, Great Western Railway (GWR) has said trains may not be able to operate through certain areas of Wiltshire, Somerset, Devon and Cornwall due to anticipated flooding.
The sites 'most at risk' include sections of track between Swindon and Bristol Temple Meads via Chippenham and Bath Spa, Newton Abbot and Plymouth, Exeter and Tiverton Parkway, Bristol Temple Meads and Weston-super-Mare, and Taunton and Westbury.
In a statement posted on social media, the rail operator said travellers in those areas should avoid starting their journeys by train this afternoon, adding: 'Those who have already travelled should consider making the return journey as soon as possible.'

In its own social media post, the company said: 'Later in the evening, there will likely be a significant knock-on impact on any services which serve these areas, meaning further disruption for the rest of the day.'
The British Red Cross has said its emergency response teams remain on standby in central, south and south-east England after helping 140 people evacuate from a holiday park in Northampton yesterday.
